It’s important to note that overall responsibility for health and safety rests with the employer. The Management of Health and Safety at Work Regulations 1999 (MHSWR) are supported by an Approved Code of Practice (ACoP) which should always be referred to when implementing them. According to the ACoP, the employer must have a health and safety policy and arrangements to implement it.
